ART and ARME Introduction
Accidents and Disasters ऐसे चीज है जो कभी भी कहीं भी घटित हो सकती है. दुर्घटनाओं और आपदा के दौरान बचाव और बहाली कार्य से निपटने के लिए भारतीय रेलवे का अपना तंत्र है जिसको ART and ARME के नाम से जाना जाता है.
Accidents: सबसे पहले तो ये जान लें की रेल दुर्घटना किसे कहते हैं? कोई भी ऐसी असामान्य घटना जो रोलिंग स्टॉक को नुकसान पहुंचाने, स्थायी संरचना और रेल यात्रियों/रेलवे कर्मचारियों को गंभीर चोटों/हताहतों के रूप में रेलवे की सुरक्षा और परिवहन को प्रभावित करता है, रेल दुर्घटना के रूप में जाना जाता है.
Disasters: आपदा कभी भी कहीं भी आ सकती है, रेलवे के संदर्भ में आपदाओं को एक बड़ी दुर्घटना के रूप में परिभाषित किया जाता है जिसके कारण गंभीर दुर्घटना हो सकती है और बहुत ज़यादा जान माल की हानि होती है. आपदा के कारण बहुत सारे ट्रेनों का रूट बाधित हो सकता है और ट्रेने विलंब हो सकती है.
भारतीये रेलवे में आपदा को दो तरह के श्रेणी रखा गया है. पहला मानव निर्मित और दूसरा प्राकृतिक आपदा. मानव और उपकरण विफलताओं के कारण जो आपदाएं यानी आती हैं जैसे की दो ट्रेनों में टक्कर, लेवल क्रासिंग पर टक्कर, पटरी से ट्रेन का उतरना, ट्रेन पटरी पर तोड़फोड़ आदि ऐसे आपदा को मानव निर्मित आपदा की श्रेणी में रखा जाता है.
दूसरा प्राकृतिक आपदा होता है जिसमे इंसान का कोई रोल नहीं होता है. प्राकृतिक आपदा को रोकना इंसान के बस की बात नहीं है लेकिन मानव निर्मित आपदा को एक बार चौकस रह कर रोका जा सकता है. बाढ़ ,भू सख्लन और भूकंप आदि जैसे आपदा को प्राकृतिक आपदा कहा जाता है.
ART- ACCIDENT RELIEF TRAIN
ट्रेन के साथ या रेलवे लाइन पर जब भी कोई दुर्घटना होती है तो उस दौरान बचाव और बहाली कार्य से निपटने के लिए रेलवे के द्वारा घटना स्थल पर सबसे पहले ACCIDENT RELIEF TRAIN को भेजा जाता है. भारतीय रेलवे के हर जोन और डिविसन के कुछ चुनिन्दा स्टेशन पर ART की सुविधा उपलब्ध होती है.

- ‘B’ Class ART consists of 3rd to 8th vehicles as above without the Crane & Match truck.

- Single Tool Van (RT) or a Covered Wagon Equipped with Tools

ARME- Accident Relief Medical Van
ट्रेन दुर्घटना के दौरान जब जान माल की हानि होती है तो उस दौरान बचाव और राहत के कामो के लिए ARME- Accident Relief Medical Van को दुर्घटना स्थल पर भेजा जाता है. ARME एक तरह से चलता फिरता हॉस्पिटल है जिसमे बहुत सारे मेडिकल एकुप्मेंट होते हैं.
Codes for Accident Alarm Siren / Hooter
- Two hooters each of 45 seconds duration with 5 sec. interval indicate ART required at home stations.
- Three hooters each of 45 sec duration with 5 sec. interval indicate ART required at out station.
- Four hooters each of 45 seconds duration with 5 sec. interval indicate ART& ARME required at home station.
- Five hooters each of 45 seconds duration with 5 sec. interval indicate ART & ARME required at out stations.
- One long hooter of 90 seconds duration indicate cancellation of ART & ARME.
ART-ARME Turn Out Time
- Turn out time of ART in day 30 minutes
- Turn out time of ART at night 45 minutes
- Turn out time of ARME with double exit 15 minutes
- Turn out time of ARME with single exit 20 minutes
ART/ARMV
- All coaches & wagons fit for high speed
- All stock to be converted to air brake
- Coaches with 18 – 20 years service
- Coaches beyond 30 years to be condemned
- Coaches to be given POH once in 3 ½ years
